Congress is out of session until January 3, the start of the new Congress, and lawmakers are expected to meet in brief sessions with no resolution for the shutdown.
White House Chief of Staff Mick Mulvaney said on "Fox & Friends" that Trump is also nixing his plans for New Year's because of the shutdown.
Trump and the top two Democratic leaders engaged in a televised war of words on December 11 in an Oval Office confrontation during which the president took ownership of the coming partial shutdown.
"Either we build (finish) the Wall or we close the Border", Trump wrote.

Pelosi spokesman Drew Hammill added that Democrats "are united against the President's immoral, ineffective and expensive wall" and said Democrats won't seriously consider any White House offer unless Trump backs it publicly because he "has changed his position so many times".
Mulvaney said Friday that Trump has been closely following the shutdown as well as the manhunt for an illegal immigrant suspected of killing a cop in California.
Mexican President Andres Manuel Lopez Obrador reacted cautiously to Trump's threat to close the border, calling it an "internal affair of the USA government".
"We are not giving up on that - it's why the government is closed, ' Mulvaney said".
Trump also falsely claimed that the deceased 7-year-old's father "said it was not their fault", referring to immigration authorities.
