Senate Democratic leader Chuck Schumer voted for the Secure Fence Act, which passed the Senate on an 80-19 vote.
The president has been attacking Democrats over the wall on Twitter, and continued on Monday. The House and Senate gaveled into session for a few minutes on Christmas Eve before quickly closing again with no further action.
"We moved off of the five and we hope they move up from their 1.3", Mulvaney said.
"I am all alone (poor me) in the White House waiting for the Democrats to come back and make a deal on desperately needed Border Security", US President Trump wrote.
Governor Ralph Northam of Virginia - a state bordering the USA capital that is home to many federal workers - urged Trump in a letter Saturday to push immediate action to end the shutdown, saying it "inflicts real harm" on workers.

The White House, meanwhile, said Trump was meeting Monday afternoon with DHS Secretary Kristjen Nielsen and other department officials "to discuss border security".
"It's Christmas Eve and President Trump is plunging the country into chaos", the two said in a joint statement.
Due to the shutdown - which saw several key United States agencies cease operations at 12:01 am (0501 GMT) Saturday - Trump will remain in Washington over Christmas instead of going to Florida, spokeswoman Sarah Sanders said.
However, he needs to find 60 votes in the 100-seat Senate, where the Republicans now have 51, so he needs to enlist the support of Democrats there.
