The university did say on Sunday that 18 students received citations for the incident.

The engineering fraternity was initially suspended on Wednesday and bias training was ordered for members of all Greek organizations. They will begin recommending charges by the end of the weekend, Syverud said. "There is absolutely no place at Syracuse University for tolerance of this behavior".

In an effort to provide context, they wrote, "we would like to believe that the new members seen in the video laughing at the awful things being said were not laughing in concurrence with these beliefs, but in fact the opposite-that racism, sexism and homophobia are so wrong that they are laughable".

Amid ongoing investigations, the fraternity chapter insist that the video was meant to be "satirical" and that they were deliberately acting like an intolerant person for the goal of the "sketch".

"So it's just about the number more than anything. but if he does choose to read, and I hope he does, if he does choose to read the unique and personal concerns, that would be helpful", McMonagle said of the emails to Syverud.
