Former White House national security advisor Michael Flynn was texting with a private business associate even as Donald Trump delivered his inauguration address, a whistleblower says.
These statements from Flynn to Alex Copson, managing partner of ACU Strategic Partners, reveal Flynn's attempt to "manipulate the course of worldwide nuclear policy for the financial gain of his former business partners", Democratic representative Elijah Cummings wrote in a letter Wednesday.
Elijah Cummings, the ranking Democrat on the Committee on Oversight and Government Reform, said the whistleblower's allegations raise concerns that Flynn improperly aided the nuclear project after joining the White House as one of Trump's top national security officials.
"These grave allegations compel a full, credible and bipartisan congressional investigation", Cummings wrote, according to the New York Times.
Flynn's lawyer did not respond to a request for comment on the latest claims.
"This is going to make a lot of very wealthy people", the associate, Alex Copson, told the whistleblower on inauguration day, according to the whistleblower's account to the Democrats.
Flynn had served as an adviser to two Washington-based companies pursuing efforts to build nuclear power plants in the Middle East: Copson's company, ACU Strategic Partners, which proposed a partnership with Russian interests, and IP3/IronBridge, which later began a separate endeavor that initially proposed working with China to build the infrastructure, according to federal documents and company officials.
On December 1, U.S. District Court Judge Rudolph Contreras announced that Flynn had reached a plea deal with special counsel Robert Mueller to cooperate in the investigation into Russian interference in the 2016 election.
Michael Flynn reportedly told a business associate that the economic sanctions against Russian Federation would be "ripped up".

Jaitley said the Goods and Services Tax ( GST ) started with different tax rates and they have rationalised rates on many items. This was a break with five quarters of declining trends in growth, but India remained behind China in economic expansion.
The company did not respond to a request for comment Wednesday.
"This is the best day of my life", Copson told the whistleblower as he described the message from Flynn, Cummings said.
Former National Security Advisor Michael Flynn told a former business associate "within minutes" of President Donald Trump being sworn in on Inauguration Day that economic sanctions against Russian Federation would be "ripped up" once Trump gets into office, according to a whistleblower. He said Flynn did not cash the check, however.
The whistleblower is not named in the five-page letter that Cummings shared with ABC News on Wednesday, and is unlikely to identify him or herself, fearing retaliation.
Cummings told Gowdy in his letter that he found the witness "authentic, credible and reliable".
The congressman wrote that the whistleblower was "extremely uncomfortable" with the conversation and left shortly thereafter.
With the clearance of Mueller's office, Cummings writes that he's now making the whistleblower's story public.
Mr Flynn was a consultant to the firm for 14 months from 2015-16, according to amended financial disclosure forms he filed in August this year.
