Many analysts expect North Korea to dominate Trump΄s speech on Tuesday night at the UN General Assembly.
Mr Rudd outlined three possible scenarios.
"We view the speech as portraying a firm and specific stance on the key issues regarding keeping peace and safety that the global community and the United Nations are faced with", Moon's office said in a statement on Wednesday.
Pyongyang says it needs nuclear weapons to protect itself from United States forces. Japan, the United States and South Korea are urged to strengthen their security cooperation further.
Mr Rudd said the solution lies with China, the United States, North Korea and South Korea alone. This all occurred while most of the other nations on this planet were cutting ties and creating new sanctions with Pyongyang.
Russian Federation has supported China's "suspension-for-suspension" proposal, where the United States and South Korea would agree to halt joint military drills while North Korea halted missile and nuclear tests.

It was the 15th missile test by North Korea this year and the first since North Korea detonated its most powerful nuclear bomb to date on September 3.
The drills are the second part of China-Russian naval exercises this year, the first part of which took place in the Baltic in July.

The drills, which include submarine rescue and anti-submarine exercises, are not directly linked to increasing tensions over North Korea, China's state-owned Xinhua news agency reported.
The US has flown two B-1B Lancer bombers and four F-35B Lightning II advanced fighters over the Korean Peninsula in response to North Korea's launch of its intermediate-range ballistic missile over Japan.
North Korea in turn vowed to increase its military strength, saying that it was ready to strike in case of the slightest provocation.
Repeating the threats, US Defense Secretary Jim Mattis also said on Monday that Washington has "many military options" against North Korea, including some that do not put Seoul at risk.
In his debut address to the assembled world leaders Tuesday, Trump vowed to "totally destroy" North Korea if the USA was forced to defend its allies, saying that while the USA has "great strength and patience", its options could soon run out.
The current leader of South Korea, President Moon Jae-in, is ignoring the advice of Prime Minister Shinzo Abe of Japan when it comes to humanitarian aid to North Korea.
What about US-South Korea military drills?
South Korean Defense Minister Song Young-moo told lawmakers on Monday that it is "not proper" to reintroduce US nuclear weapons.
