An eyewitness told CNN he saw a van drive down the bridge at a high rate of speed, swerving toward pedestrians.
"Police say the incidents occurred on the bridge and at Borough Market a short distance away".

Eyewitness Will Heaven on Twitter stated the epicentre of the incident was on the south side of the famous landmark.
A man who gave only his first name, Ben, told BBC radio that he "saw a man in red with a large blade, at a guess 10 inches long, stabbing a man, about three times" near Borough Market.
The incident comes as the United Kingdom is reeling from the recent attack on Manchester Arena at the end of an Ariana Granda concert.
A benefit concert for victims of that attack was scheduled for Sunday in Manchester.
Australian politician Sam Dastyari was having dinner nearby and has tweeted, describing "horrific scenes". "Just awful. Whole city in lockdown", he tweeted. Jones said that police had taken a man into custody who happened not to be wearing a shirt.
